С сентября 2018 года наблюдается проблема в браузерах Chrome в виде сильного постороннего шума при работе WebSDR.
В качестве обходного пути необходимо выключить и включить звук, используя галочку Mute.
Инженеры Chromium изучают проблему.
Как альтернатива - используйте другой браузер, например FireFox.
